A concept that reframes In-Country Value from a backward-looking scorecard into a forward-looking planning tool.

What is ICV?
In-Country Value is Qatar's way to keep more spending inside the local economy. It runs under Tawteen, QatarEnergy's local content programme. Every supplier gets an ICV score. The score measures how much of a supplier's spend stays in Qatar — local staff, local goods, local training, local investment. A higher score gives a supplier an edge when they bid for government contracts.
ICV supports Qatar National Vision 2030. The aim is a more diversified economy that depends less on imports.
The problem I saw
A Tawteen opportunity pulled me deep into ICV. The more I read, the more I noticed a gap.
Today, ICV is mostly a scorecard. A supplier works out their score after they have already spent the money. It is a compliance task. It is done in spreadsheets. It looks backward.
The data also sits in silos. No single view shows the national picture. There is no easy way to model a policy change before making it. And the three parts of the programme — scoring, supplier development, and investment — do not talk to each other.
So I asked a simple question. What if ICV was a planning tool, not just a scorecard?
What I built
I built a platform that answers three questions the current tools cannot:
- What should I do about my score? A supplier can move spend around and watch the score change, before they commit. A gap-closer shows the exact steps to raise the score.
- What happens if we change the rules? A policy view lets a policymaker model a change and see the projected national effect first.
- What does it all add up to for Qatar? A national dashboard rolls every score into one picture — in money and jobs, not just percentages.
The platform has five roles: a large supplier, a small supplier, a procurement officer, a certifier, and a policy lead. Each role has its own view and its own tools. There is also a public guest view.
What is real and what is not
I am careful about this, because honesty matters.
- The structure is real. Company names and registration numbers come from the public Tawteen suppliers database.
- The numbers are illustrative. Every score is made up. I do not use real certification data. The national figures, such as the import leakage number, are for illustration only. They are not official statistics.
- The engine is real. The scoring maths follows the published Tawteen handbook formula: ICV% = (Eligible Local Cost ÷ Total Cost) + Bonus. The rates, the cost categories, and the bonus levers are the real ones.
In short: real structure, illustrative numbers, real engine. The platform behaves like the real programme. Only the data flowing through it is illustrative.
The AI part
The platform can draft real documents from its own figures — a policy rationale, a supplier submission, a certifier review. It writes in English and Arabic.
The Arabic runs on Fanar, Qatar's sovereign Arabic model. This is a deliberate choice. National data should run on a national model, not a foreign one. The AI answers only from the platform's own data. It does not invent figures.
How I built it
I built this alone, using AI-assisted development. It took a few months of focused time, alongside other work.
The point is not only the platform. The point is the delivery model. One person, working with AI tools, can turn a defined problem into a working system quickly. That is the way I like to work.
